-root.tar.gz: collect xattr and acl information if tar supports it

The -root.tar.gz files do not contain xattr info, and xattr info is
required for fully functional /bin/ping on 14.04.

This lets us create the tarball with the correct data if tar can do
that. Its up to the consumer (lxc or other) to extract correctly.

ppc64el: fix copying out of kernel/initramfs

This is now functioning for me on a ppc64el host.
Successful command was:
 QEMU_STATIC_FMT=/bin/true BUILD_ARCHES=ppc64el \
   START_D=$BD PUBLISH_BASE=$BD/publish \
   ./maas-ephemeral-build-launcher --debug $REL daily 2>&1 |
   tee build-trusty.log

ie, the only change necessary was to trick the qemu-static check
by using /bin/true and then only build the specific arch.

keys in the config are lowercase.

This correctly reads the HostKey entries from sshd_config.

We still have an issue though, in that writing them only reads
from the template. There isn't a clear way to map "keytype"
(rsa, dsa, ecdsa) to which file listed in sshd_config we should
put that in.

Ie, it'd be easier if sshd_confing had:
 HostKey rsa /etc/ssh/ssh_host_rsa_key
But in reality it has:
 HostKey /etc/ssh/ssh_host_rsa_key

The only way to knwo that that is referencing a rsa key is to
a.) read the existing file (which might not be there)
b.) glean information from the filename

So the best I think we could really do is match basename(filename) to the
basename of the expanded KEY_FILE_TPL.

fix rendered output so it is cloud-config content.

rendering output for cloud-init in the installer is particularly brutal
What happens is that the cloud-config-url (aka 'preseed_url') that is
passed on the kernel command line contains the data we return here.

That data is read by cloud-init and dropped into a file in
/etc/cloud.cfg.d/. Then cloud-init reads that file as if it were just
configuration. 'Parts' are not available for configuration.
So, what we have here are 3 commands that are run via cloud-init's
"runcmd". We cleverly/hackily avoid any problems with shell quoting.

  chmod 0755 /tmp/installer
  /tmp/installer

This works towards a fix for 1075980 by at least looking for filename
markers for a "name" with or without '-' replaced with '_'.

Ie, if 'name' is "foo-bar", this will check for both existance of

The variable ec2_arches is obtained from the published-ec2-daily.txt file
(outfile). Those arches cause failure if there are no tarballs found.

However, we have another list of arches (all_arches) that won't cause failure,
there data just wont be populated if there are no uec style tarballs. found
for these

set GRUB_RECORDFAIL_TIMEOUT=0 on precise image builds

Previously, only quantal builds set GRUB_RECORDFAIL_TIMEOUT=0.

This also combines the setting of GRUB_TIMEOUT into a single location.
Previously, it was updated in one place for natty or later, and
a different location for quantal or later. Instead, we set a variable
and update based on that.
