iscsi-network-interface.conf broken after upstream merge

Bug Description

/etc/init/iscsi-network-interface.conf relies on /run/initramfs/open-iscsi.interface being written from the initramfs but after the last merge from debian, that is no longer being written.

This code was added under bug 457767 and probably causes a regression of that.

I'm getting this error in precise:

# cat /var/log/upstart/iscsi-network-interface.log
cat: /run/initramfs/open-iscsi.interface: No such file or directory
cat: /run/initramfs/open-iscsi.interface: No such file or directory

I'm guessing it's related to this fix in quantal?
