do not specify 'netboot' in initramfs.conf

This was done under bug 1115710, but was the wrong decision.
'netboot' is a proper subset of 'most', which is the default.

enable arm building for raring

raring currently does not have a highbank kernel.
So here, if raring, and no highbank kernel, then we just leave the
omap kernel installed.

This will allow us to build arm images that can at least be downloaded in
the interim.

build initramfs with MODULES=netboot, install mlx4.conf file if not present.

This gets the initramfs built with more network modules, which is clearly
important since this is a network boot initramfs.

The other thing it does is a workaround for the mlx4 driver to get it loaded
correctly. That will be fixed in distro at a later date.
