fix 'setup' for when make was not installed

if you 'dpkg-query --show PKG' where PKG was previously installed
but has been removed, then it will write that PKG to output, with no
version, rather than 'no pakcages found ...'

move 'region' from hard coded in gmirror to top of file.

Also here if REGION is empty, then call sstream-mirror-glance with
no region, which will publish to all.
