Bug Description

[Impact]

Video tearing on graphics drivers that don't have proper vsync without OpenGL/compositing currently enabled.

[Test Case]

Open http://www.youtube.com/watch?v=ZCPkOpMHB7g without Adobe Flash plugin installed and put the (HTML5) video full screen from the video control button. Tearing should not be observed.

[Regression Potential]

None, equals to current quantal/precise behavior.

After the fix to bug #1051802 I can see the option having an effect (on Intel hardware where the tearing problem appears), but not on youtube videos when viewed in Firefox. A good test is http://www.youtube.com/watch?v=ZCPkOpMHB7g

(modified to bug report to state that it's HTML5 video, which is nowadays the default for Ubuntu users in Youtube since Flash isn't installed by default)

Non Intel hardware is also affected. (fglrx here, currently)
Chromium is also affected, most probably other browsers as well.

Updated from quantal-proposed on Intel sandybridge graphics. Logged into guest account without Flash plugin installed so that HTML5 video is ued instead. No tearing.
