No, it's not if the ws you select your application isn't the current one.

no no ;)
or I can reword the issue:

1. open two applications A and B on a ws. B has the focus
2. go to another workspace and open (or not) an application C
3. go the ws switcher view and click on A
4. the current ws is the one where A and B lives, HOWEVER, B has still the focus, not A.

-> this is what I meant by "if the ws you select your application on isn't the current one."

Here we go ;)

In this video. I opened two apps. A(chromium) and B(system-monitor). B(system monitor) had the focus. I clicked on the workspace switcher and then selected workspace 2. there opened app C(banshee). again clicked on the workspace switcher and selected the app I wanted to focus. in my case I clicked on chromium and it came to focus. then I repeated all these steps again and clicked on system monitor(instead of chromium) and it came to focus.

Waow, I have a slightely different bug:
try what you did multiple times, did you get sometimes the right window raise on top, but not having focus (look at the decoration buttons for instance) ?

This happens a lot of time (I would say 50/50) on my nvidia card
I triggered it the second time (when trying to focus evolution) on the attached video

Just got a smaller one (the other file was too big), you can see the same behavior/bug:

Confirming this behavior. There is a race between the call to switch workspaces (which results in the top most window being focused) and our call to raise the window which is clicked. Adding a delay to the raise call should fix the issue.
