installing just the maas-region-controller fails missing dependency python-seamicroclient

Bug Description

If a user just installs the maas-region-controller on trusty, the package installation process fails, do to missing the python-seamicroclient dependency on the maas-region-controller.

[Impact]
 * Cannot install maas-region-controller separately -- impacts certain setups (those with scalability in mind)

[Testcase]
 * sudo apt-get install maas-region-controller
   - without fix expect fail
   - with fix will succeed

[Regression Potential]
 * Minimal, moving dependency to one level below -- still included for maas-cluster-controller indirectly as it depends on maas-provisioningserver

Accepted maas into trusty-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/maas/1.5.2+bzr2282-0ubuntu0.2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
