Rely on common code for network manager config, add start+stop hooks.

Rely on common nova code for configuration of the network manager, which
now adds the required iptables rules for mult_host networking to function
properly on newer kernels (>3.3) with vhost_net enabled by default.

Also adds proper start and stop hooks, to ensure the iptables rules exist
on service startup, too.

Allow remote hosts to request ports on balancer.

Adds an 'api-server' interface

Allows remote units to request new service configurations
in HAproxy given an arbitrary service_name and service_port.
If there is no current service configured for balancing in HAproxy,
a new one will be created. If one exists (eg, during add-unit), the
unit will be added to the existing pool.

This allows remote services to make use of HAproxy without manually
updating the 'services' config setting/yaml blob.

Remove redundant relation interfaces.

Removes the cloud-controller and network-controller relations. All of the
functionality contained in these hooks can be easily condensed into the
cloud-compute/nova-volume-services interfaces. This simplifies deployment,
avoids redundant and ambigious relations and makes things generally cleaner.
