Rely on common code for network manager config, add start+stop hooks.

Rely on common nova code for configuration of the network manager, which
now adds the required iptables rules for mult_host networking to function
properly on newer kernels (>3.3) with vhost_net enabled by default.

Also adds proper start and stop hooks, to ensure the iptables rules exist
on service startup, too.

* Allows configuration of compute's volume driver based on relation data provided by nova-cloud-controller, via the cloud-compute relation. This allows nova-c-c to inform compute whether it should be using the default nova-volume driver, or Cinder.
