Allow remote hosts to request ports on balancer.

Adds an 'api-server' interface

Allows remote units to request new service configurations
in HAproxy given an arbitrary service_name and service_port.
If there is no current service configured for balancing in HAproxy,
a new one will be created. If one exists (eg, during add-unit), the
unit will be added to the existing pool.

This allows remote services to make use of HAproxy without manually
updating the 'services' config setting/yaml blob.
