Add rust-sequoia-openpgp to big_packages on arm*, ppc64el and s390x.

This package is failing on arm64, probably due to limited memory. I was
able to reproduce on amd64 if I limit the memory to the one of a default
instance.

It is fine on arches such as armhf, ppc64el and s390x but there's little
reason it would fail on arm64 but not on other instances with the same
amount of memory.

Armhf is a bit special since the large instances are the same size as
the default ones and it's probably using a bit less memory due to being
a 32-bit arch. The writing is on the wall however and it'll probably
require more memory than the default instances have sooner or later; I
just hope the large armhf instances will have grown by then.

Add openvswitch to big for all arches

We are expanding the openvswitch autopkgtests to run the upstream
system testsuites, replacing the fairly limited and naive test
currently there.

The DPDK testsuite requires a minimum of 3178 MB of free memory
for hugepage allocation, an example run can be viewed in [0].

Note: At this point in time DPDK is not supported for s390x, so
we could opt to not add that architecture, but for the sake of
consistency and readiness for possible future support I added it
anyway.

Add mysql-8.0 to big_packages on ppc64el

The upstream test suite DEP-8 test suffers from a lack of memory on ppc64el.
This seems to be causing OOM errors for some tests, such as
main.regular_expressions_utf-8. Adding mysql as a big package in ppc too should
help solve this issue when running larger tests.
