Add rust-sequoia-openpgp to big_packages on arm*, ppc64el and s390x.

This package is failing on arm64, probably due to limited memory. I was
able to reproduce on amd64 if I limit the memory to the one of a default
instance.

It is fine on arches such as armhf, ppc64el and s390x but there's little
reason it would fail on arm64 but not on other instances with the same
amount of memory.

Armhf is a bit special since the large instances are the same size as
the default ones and it's probably using a bit less memory due to being
a 32-bit arch. The writing is on the wall however and it'll probably
require more memory than the default instances have sooner or later; I
just hope the large armhf instances will have grown by then.
