Merge R branch

* This upload is about fixing LP: #1043031. Namely the use of LANG guards
  introduced in 0.86 wasn't a correct solution because there is a
  significant class of users who do not use the 'native' locale of these
  fonts, yet this is what a LANG guards tests for. We need the fontconfig
  configurations to apply correctly in these cases too.
* This is the first in a series of experiments aimed at a PPA to come up
  with a solution to this problem.
* Remove LANG guards from fontconfig/69-language-selector-ja-jp.conf as it
  only references Japanese fonts so is harmless for users who don't have
  these fonts installed.

* Use dictionary-based format string substitution for "%d to install" and
