Buildd tarball images do not include package manifests

Bug Description

[Impact]

 * There are currently no manifests being produced for buildd tarballs in bionic, focal, and groovy.

 * Manifests _are_ being produced for the buildd tarballs in Hirsute and Xenial (the latter as part of recent longer-term work to produce bootable buildd images in Xenial)

 * There is a "base.manifest" that is produced from the buildd subproject, but it does not reflect the contents of any of the buildd image artifacts produced.

[Test Case]

 * build the buildd subproject
 * verify that the lxd and rootfs manifests are produced
 * verify that the packages listed in the manifests reflect the respective contents of each image

[Where problems could occur]

 * The manifests should be created from the same chroot that the tarball images are created from, in order to capture the correct package contents

[Other Info]

 * Fixing this will only require cherry-picking two commits from ubuntu/master
