Bug Description
LACP bonds currently default to lacp-rate "slow". Please consider a default of "fast" instead. The bandwidth impact is negligible, and in case of a "grey" failure ie. where link is still present but no actual traffic flows lacp fast rate will failover a link much, well, faster.

Technically this breaks API compatibility for API users who assumed that slow would be the default (and wanted that), so let's confirm that this should be backported to a point release.
