[ubuntu-build] Should default to -proposed

A release has to be specified, so is it not reasonable to qualify that
with a pocket? e.g. ubuntu-build foo raring-proposed retry?

I forgot to mention in the original bug that this is specific to batch mode.
From the current -h:

    --series=SERIES Selects the Ubuntu series to operate on (default:
                        current development series)

This bug was fixed in the package ubuntu-dev-tools - 0.146
