[seeded-in-ubuntu] lies about non existing binary package

Checking if it existed would require a separate call to LP. It's simpler to just not do that. We could change the message to say that it isn't seeded and/or may not exist...

This bug was fixed in the package ubuntu-dev-tools - 0.146
