Apply i18n to percentage values

The display of percentage values vary according to many languages. Some
langugages like Turkish prepend the sign, and many other languages
employ a no-breaking-space to separate the sign from the value. Languages
like Arabic use a different sign altogether. This commit enables i18n
for percent values, so that translators can follow the appropriate
formatting for their language.

Focus looping reset bug

Bug fix for use-case where user is framing/looping and adjusting focus. When done user presses "Stop". Focuser is sometimes moved back to the starting position. Fix is not to move the focuser when "Stop" is pressed when in Framing.

Rotator preparation check fixed

KStars hangs during capture preparation if PA is selected in the rotator settings and the target rotator position is identical to the current.

This is fixed with this change and includes updated tests that reproduce the problem.

This fixes the problem mentioned in MR !707.

CI: build in debug mode

The main reason why the CI build is slow is that KStars is being built in
release mode. Use Debug mode for build and test jobs, and leave Release
mode only for the appimage.

Make CatalogsComponent::findByName return only exact matches

In KStars, we use SkyComponent::findByName in many places to get
objects (e.g. SkyComponent::findByName(i18n("Venus")) is a typical
pattern). In particular, some use-cases do the same with deep-sky
objects, but desire exact matches. For example, WUTDialog (What's up
tonight) and ObservingList (Observation Planner) both call
CatalogsComponent::findByName(...) to test if objects exist (otherwise
they should throw an error).

The present behavior tries to return prefix-matches instead of only
exact matches. This is desirable in FindDialog. It is not desirable in
these places that need exact matching and may silently alias one
object for another (eg: NGC 317 does not exist in OpenNGC because only
NGC 317A and NGC 317B are valid objects. Therefore, NGC 317 gets
silently aliased to NGC 3170).

However, CatalogsComponent::findByName is not used in FindDialog. This
patch proposes that CatalogsComponent::findByName ignore multiple
matches.

[Needs Checking] Add documentation on the Batch Add feature

I've not been able to see the docs on my build of KStars. Going to
Help > KStars Handbook actually opens a Web URL in a browser. Is this
expected behavior? If it is, would someone be kind enough to review
this change and make sure it follows `doxygen` syntax?

.gitlab-ci.yml: force build-and-test-unstable to succeed

My queue-size script estimates how much work is pending in the GitLab CI
queue based on the runtime of past *successful* jobs with the same name.
The build-and-test-unstable job never ran successfully, so I never get an
estimated ETA for it.

This commit forces it to succeed with "|| true" to get a single
"successful" job, which will be used in future estimates. This is not
intended to be merged to master or even go in a merge request, it's just
to make gitlab run the jobs once.

Add a new button to the Find Dialog, that resolves using internet

Without the button: resolution was possible only when the search
filtering did not return any results. Suppose you have "Shk 166"
already in the database, but don't have "Shk 16". Typing just "Shk 16"
will show and select "Shk 166" in the filtered list, with no way of
asking KStars to query Sesame for "Shk 16".

To allow for this, this commit adds a new button that enables internet
search when the list has results, but an exact match has not been
found. If an exact match exists in KStars, the button is grayed out to
prevent multiple copies of the same object from forming. If no search
text is available, once again the button is grayed out. The default
action of hitting Enter is still as before.

The button only appears if the resolution option is selected in the
configuration dialog. The checkbox in the config dialog is still
useful as this can be "messy" for some users who don't want to pollute
their sky map with a bunch of wrong search results.
