api.base returns a default of internalURL instead of using settings.OPENSTACK_ENDPOINT_TYPE

Bug Description
EC2 creeds get returned by using the defaults for horizon/api/base url_for() method - which is hardcoded to "internalURL". This should take the keyword, or default to a value in the settings file for 'OPENSTACK_
