openoffice splash screens contain debian branding

Nathaniel, please take care of this; it is urgent for the preview release

After discussion on IRC, I've changed my mind; we don't need to change this for
preview. It may not even be appropriate for final, but it needs further discussion

OK, talked to Mark about this; he wants it changed for Warty final.

We need to know exactly what we are allowed to change there; I believe it was
Jeff who mentioned that there were restrictions.

One of you, please find out the specifics, and then either change the branding
to Ubuntu branding, or remove it

   * debian/rules: don't build debian splash image
