Pot files are not generated during source package build

Bug Description
When building the gnome-user-docs source package, pot files should be generated for the templates "gnome-help" and "user-guide". However this is not happening.
This is high priority because the pot files are needed to ensure that translation of the new templates can take place in Launchpad.

It turns out that this is a problem with gnome-doc-utils, in the file gnome-doc- utils.make.
We have worked around it by including the pot files manually in the tree.
