move the debugging symbols to amarok-dbg

Bug Description

Binary package hint: amarok

the package amarok 2:2.1.85-ubuntu1 in karmic has the debugging symbols (>50MB), and package amarok-dbg (<1MB) has only copyright and changes files.
The debugging symbols should be spited into two packages like with older version of amarok package.

in debian/rules needs to be removed. This was most likely done so that beta testers using the PPA would always have debug symbols for crash reports. However in the context of the main archive this is harmful since it wastes precious Live CD space.

Once I can reboot into Linux, I'll commit the change to bzr for the next amarok packaging release.

  * Update amarok.install and amarok-common.install
  * Bump version of build-deps, libtag1-dev to 1.6 and libtag-extras-dev
    to 1.0.1, new versions are required now
