Bug Description

unbreak ubuntu:desktop-preinstalled images without subarch

Prior to groovy, ubuntu:desktop-preinstalled images for hyperv used to build fine.

Introduction of ubuntu:desktop-preinstalled for raspi subarch, did not take into account the hyperv images, and thus regressed building them.

It resulted in no ubuntu-desktop getting installed in the image, luckily resulting in the image failing to build.

Correct this by ensuring that ubuntu-desktop is installed with, or without subarch specification.

Once above was fixed, we have also identified that pkla file was written incorrectly, and fixed that up too.

 * Hyperv gallery image fails to build

[Test Case]

 * Trigger build of https://launchpad.net/~cloud-images/+livefs/ubuntu/groovy/cpc with livecd-rootfs from proposed

 * The build should succeed

 * Buildlog should not have errors from writing out pkla file

[Regression Potential]

 * The code path affects Ubuntu Desktop for Raspberry Pi images too. Ideally we would trigger a build of Ubuntu Desktop for Raspberry Pi on arm64 and ensure there are no changes to it.

Accepted livecd-rootfs into groovy-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/livecd-rootfs/2.694.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-groovy to verification-done-groovy.
