[SRU] Enable support for Victoria Cloud Archive

A new package version with this fix has been uploaded to the focal unapproved queue.

Hello Corey, or anyone else affected,

Accepted software-properties into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/software-properties/0.98.9.1 in a few hours, and then in the -proposed repository.
