When VMFS6 layout is applied the WS should send a filesystem for the base partitions

Bug Description
The UI uses the fact that a partition has a mounted filesystem to know that it is in use. To indicate to the UI that the base VMFS6 layout partitions may not be modified send a place holder value. The UI will know to not show the place holder value and mark the partition as in use.
