[2.5, UI] Tag field is shown as being editable, but it's not

Bug Description
This is with MAAS 2.5.1-7489-
If I go to the Configuration tab of a machine, the tag fields looks like it's
editable. There's an X next to the tags, and at the bottom it says "Add tag".
But if try to interact with it, nothing happens.
Considering that the tags are shown already, that edit field should be hidden.
