Bug Description
[Impact]
* Install tests are broken so it is hard to automatically verify that
future changes will not break backwards.
* snap install no longer takes the --allow-
tests fail to install.
[Test Case]
* verify that the example tests work. (python3 -m example_tests)
[Regression Potential]
* automated tests will not pass.
[Other Info]
* This only affects CI and continous testing.

Set to critical because the examples tests have been broken for too long.
