Can't make an emergency call when FlightMode is active

Bug Description
We currently lack the ability for an emergency call to be made if FlightMode is enabled.
The dialer-app ( or telepathy-ofono ) needs to recognize this condition and disable FlightMode so that the emergency call can be made.
This is missing as of the latest RTM images ( #39 on mako, #44 on krillin ).
