The click scope is not refreshed after each app is updated

Bug Description

Whenever an app is installed, the click scope is being refreshed by executing this dbus call:

dbus-send /com/canonical/unity/scopes com.canonical.unity.scopes.InvalidateResults string:clickscope

The updater should do the same after each app is updated, so the scope can find out about newly updated apps. Otherwise, updated apps cannot be launched until the scope is restarted.

The symptom is that the app starts to launch and shows the launcher screen, then just exits.

Not sure why this bug was not updated, but gatox's MP fixes this.

The older branch did not fix this, but the new branch I submitted today seems to fix it.
To check that I tested the debs that jenkins built on mako, and they work as expected.
Also updated the test plan, to check that this bug is no longer present: https://wiki.ubuntu.com/Process/Merges/TestPlan/ubuntu-system-settings
