Bug Description
If you have a snap decision displayed on the screen and you click the Accept/Reject action buttons there, the click is passing through the application underneath the notification area.
Steps to reproduce:
1) open an application that has some action for the clicking on its top area (the address-book-app, for example)
2) make a call to the phone
3) click Accept or Decline
4) The contact details for the contact underneath the buttons is going to be displayed
