Nvidia driver install through restricted driver manager does not work until repository update is done

Bug Description

Binary package hint: restricted-manager

In a clean install, when you try to install the Nvidia (and possibly also the ATI) drivers using restricted-manager, clicking the check box next to the driver and then clicking "Enable Driver" does nothing at all unless you had previously updated the repository list using Add/Remove Programs, Synaptic, apt-get update, etc. No indication is given of this, so most would assume it is broken.
