Bug Description

This bug represents the need of a simple compile/link/run test for libpng12-dev package.

The attached patch introduces such test, it builds a tiny C application that uses libpng, and checks if it builds and runs successfully.

I verified that this test works in a VM. This just needs adding a changelog.
