plainbox:commands:run: limit interaction prompt

This patch undoes a part of change introduced in
2f85a76d25b6c5d59fa463493a20d6c1f0a07087 (checkbox-touch: add new fields
references to IJobRunner WIP) which removed the previously-present
condition to show the interaction prompt to just user-interact and
user-verify jobs.

This is partially related to earlier fix:
https://bugs.launchpad.net/plainbox/+bug/1325534 and directly fixes the
bug linked in below.
