big_packages: add dracut because of nested VMs

dracut autopkgtest creates rootfs and launches sub-VMs. There are odd
timeouts and cpu lockups visible in the logs, which suggest running
out of resources to launch sub-VMs. Retries eventually pass. Thus add
dracut to big_packages. Also, it would not be possible to convert the
test-cases to "reboot-required" tests eithers.
