Remove "no containers" constraint

Remove "no containers" constraint

* "enable-containers" config field replaced with "test-mode".

* kernel, grub and cpufrequtils changes only fire if not on a
  container, or if test-mode is on. (Certain low-level bits,
  e.g. calls to update-grub, will still not fire even if using
  test mode.)

* Some minor refactoring of tests to leverage a new helper.
