[AutoTools] Fix ``make dist''

This fixes the ``make dist'' family of commands. They previously failed
due to some missing lines in the various autotools files.

This will make generating releases as simple as:
1) Add release date to ChangeLog
2) Update version in configure.ac
3) Run ./autogen.sh
4) Run ./configure
5) Make the appropriate target in the ``make dist'' family
6) Upload the tarball

[Key Grabber] Make tilda_window_set_active() more multi-X friendly

This should make Tilda behave better on a multi-X setup. I have no
way of testing this (of course) but it is better to use the actual
parts of widgets, rather than just the defaults from the toolkit.

[Key Grabber] Fix Metacity warning

Metacity outputs the warning:
Window manager warning: meta_window_activate called by a pager
with a 0 timestamp; the pager needs to be fixed.

This uses the timestamp from the tomboy code to shut it up.
