+ per Debian Policy, put version number to 3.9.1

I can't see this change being made.

Also, the new policy is that the maintainer should be:
Ubuntu Developers <email address hidden>

and not Ubuntu MOTU.

I cannot upload to this package, and this is a quick review which I did.
