check-source-package: assume unknown distro-info releases are new

If distro-info fails to find the release, assume it is released today so that
version checks assume this is the newest release and hence would supercede the
version in any older releases.

check-source-package: avoid querying launchpad for Upgradeable version

Instead we can do this locally via distro-info which allows to run umt check etc
even when offline and is much faster too.

umt qrt: Install the binaries instead of checking for it

For my specific test I need to validate an older version (private ppa,
long history) and the upgrade command superseded it with the latest one.

Also, this will install all testing binaries. It's a plus.
