umt: print runcmd() output when debug is enabled

We currently print the command we are running when debug is enabled, so also
print the return code and output of the command as well to aid in debugging

umt qrt: Install the binaries instead of checking for it

For my specific test I need to validate an older version (private ppa,
long history) and the upgrade command superseded it with the latest one.

Also, this will install all testing binaries. It's a plus.
