Merge ~ubuntu-release/ubuntu-release-tools/+git/templates:eol-cleanup-earlier into ~ubuntu-release/ubuntu-release-tools/+git/templates:main

[Brian Murray]

Part of the archive cleanup for the EoL release involves removing kernels which is a lengthy process so let's start it earlier and have a due date of the actual EoL date.
