fix: remove postdeploy from mojo manifest

We recently removed the postdeploy script, but didn't remove the
postdeploy line from the mojo manifest. This causes a traceback
during a mojo run during the `manifest` stage, causing the
mojo run to not reach the `manifest-upgrade` stage, meaning that
the charm does not get updated on the relevant units.

autopkgtest-cloud: check to see if a pkg is special for ESM

For releases which are out of standard support, and in ESM, we want to
run the autopkgtests for every architecture for certain packages. This
adds support for reading a configuration file with those combinations.
