Fix: autopkgtest-web: allowed teams not checking all members

The default size of a list in the launchpad API is 75. Previously, any
members that are part of a team that is allowed to request autopkgtest
but sits in that list at an index above 75, would not get the correct
permissions when requesting a test.

This commit implements a different approach to checking if a member is
in a team, by checking via their launchpad ID what teams they are a part
of, and checking if a team in allowed teams is present in there.
