fix: web: add queued.json endpoint to browse.cgi

for the recent cache-amqp fix to work, the format of queued.json has to
be the exact same, so I'm adding this endpoint.

fix: web: cache-amqp handle cookie usage better and use queued.json endpoint

These changes fix an issue with cache-amqp.

Prior to this commit, the script could exit 1 as the urllib request was
requesting the queues.json file from itself, causing an internal server
error, and causing the KPI to not get updated. This change amends this
issue.

fix: worker: don't check never_run if test disallowed by ARCH_RELEASE_ALLOW_MAPPING

We hit an edge case in prod where if a package was requested on an arch
that wasn't allowed in ARCH_RELEASE_ALLOW_MAPPING, we try to create the
tmp directory for the autopkgtest results twice resulting in a
traceback in the worker code and the test not leaving the queue.
