mojo: increase autopkgtest-web disk space

each autopkgtest-web unit prior to this commit had 50G
of disk space. We frequently run into issues where, due
to the disk of autopkgtest.db, and the several copies,
the autopkgtest-web units run out of disk space.

On both staging and production, we have a quota of
1TB.
Each autopkgtest-cloud-worker has 200GiB of tmp
storage, plus a 40G root disk.
Each autopkgtest-lxd-worker also has the same.
An autopkgtest-cloud-worker-lrg has a root disk of 100G,
and no tmp storage.

This commit takes us from (on production) 820GiB usage
to 920GiB usage, by increasing the disk space for the
autopkgtest-web units from 50G to 100G.

fix: autopkgtest-web: proper running/queued check for github duplicate request

Prior to this commit, the necessary variables passed for a github
request weren't involved in the check to see if a requested request was
a duplicate of a request already in the queue or running. This commit
checks those extra variables to more accurately check whether a request
is a duplicate.

This commit also adds two unit tests for when a github test is already
queued or running.

autopkgtest-web: fix: migration-reference/0 and all-proposed

This commit adds a fix in autopkgtest-web which rejects requests that
have both migration-reference/0 in the triggers and all-proposed=1
in the additional args. This commit fixes bugs 2037755 and 1964618.

This commit also adds a unit test for the new feature.
