autopkgtest-cloud: check to see if a pkg is special for ESM

For releases which are out of standard support, and in ESM, we want to
run the autopkgtests for every architecture for certain packages. This
adds support for reading a configuration file with those combinations.

mojo: fix make-lxd-secgroup traceback from mojo run

Today in prod a mojo run was parsing the description
incorrectly, and after adding the description
command line arg it worked. Not sure why we've
never encountered this up until now, but this
fixes the issue when it arises.
