cloud: fix: make filter-amqp not require retries

This commit wraps the core part of the filter-amqp script in a retry mechanism.

Up until now, the script wouldn't retry. cache-amqp, a script which runs
on the web units, takes items out of the queue to get information about them,
and then places them back into the queue. This can mean that if cache-amqp
and filter-amqp are running at the same time, they can interfere with
each other, resulting in filter-amqp not removing all the specified items
(they might have been taken out of the queue by cache-amqp whilst running
filter-amqp)

This commit introduces new logic to cache-amqp.
When running (without dry run) the removal of items from the queue is retried,
with 5 second intervals, until 5 consecutive attempts reveal there are no items
in the specified queue matching the specified regex.
