mojo: add setup of rabbitmq restart service

The rabbitmq server has pretty leaky memory, especially in production,
and it requires restarting once it's using more than 2.5G memory.

The restarting script is manually hacked into production, and this commit
seeks to avoid ever losing that script and keeping it in our version
control.

This implementation is definitely hacky, but we can't exactly modify the
rabbitmq charm. I think this is an appropriate approach.
