UBUNTU: [Config] raspi2: Set BCMGENET=y and BROADCOM_PHY=y

Compile the genet driver (for the Raspberry Pi 4) directly into the
kernel. BROADCOM_PHY is also required for the NIC to fully come up.

The other config option changes are dependencies that are automatically
converted to 'y'.

so we might as well compile it directly into the kernel.

Compile these directly into the kernel so that the kernel can boot into

UBUNTU: SAUCE: arm: dts: Add 'brcm,bcm2835-gpio' compatible for gpio

This compatible was removed in commit ("ARM: dts: Revert all changes to
upstream dts files") but it's required for serial output from Focal's
u-boot v2019.07 on Pi 4B. Add it back until u-boot catches up.
