UBUNTU: [Config] raspi2: Set BCMGENET=y and BROADCOM_PHY=y

Compile the genet driver (for the Raspberry Pi 4) directly into the
kernel. BROADCOM_PHY is also required for the NIC to fully come up.

The other config option changes are dependencies that are automatically
converted to 'y'.
