Removed usr/lib/qt4/plugins/designer/ from pyqt4-dev-tools.install.
usr/lib/qt4/plugins/designer/ is already in python-qt4 package, whom
pyqt4-dev-tools already depends on.
Previous fix makes pyqt4-dev-tools not installable, due to file
conflict.
